PROPOSED NEW CHURCH POINT CAR PARK

 

Further to public enthusiasm expressed for more car parking at Church Point, with some private spaces being available for lease, a proposal for a new car park for the community has been developed by Barrelle Partners Architects for Scotland Island resident Ron Barrelle.  This proposal has reached a stage where it should be put on public exhibition reasonably soon to get a community response.

 

The broad principles of the proposal are :

 

1.                   An extra 100 – 120 cars are proposed in addition to the existing 300 now in the car park.  However, 400 (plus) cars will not fit in the existing car park.

 

2.                   Therefore, 200 spaces will stay in the current car park and the rest will be in a ground plus one level car park located between Mini Mart and Mitchells.

 

3.                   Some of these (on the bottom layer) will be available to purchase as lease  - probably 21 years.

 

4.                   Dinghy tie up / storage is also proposed, with bike storage, etc.

 

5.                   A shelter at commuter wharf is proposed as a drop off point for kids / parcels, etc.

 

6.                   The upper deck will be 2.4m above the existing road (about the same height as “No Parking” signs) and will be landscaped to minimise any impact from the water or the houses above.

 

7.                   The extra space in the existing car park (generated by the car numbers there reducing) is to go into a parkland proposal for a public recreation.  This was a primary condition to get mainland agreement.

 

The proposal will come up soon for public discussion.  However, the Bayview Residents Association are still keen on a bridge or car ferry to the Island.  No feasibility for this exists due to practical, environmental and costing problems.

 

The next steps are as follows :

 

1.                   Finalise proposals, conduct on-site inspections and public meetings (possibly July – Sept).

2.                   Council to put proposals (with preliminary costings) on public display for exhibition and responses.  (possibly Oct – Nov)

3.                   If positive, proceed to prepare Development Application.

4.                   If approved, finalise costings / repayment arrangements / lease etc. and put project to tender for construction and funding.

 

We need to again measure Island and Offshore support for this car park proposal.  Costings are not final yet but expected to be no more than current local private parking arrangements but will be on a long term lease, which is transferable, weatherproof and secure.  This carpark proposal is the most economical one possible.
